President Harry S. Truman issued an executive directive on 22 January 1946 that established the National Intelligence Authority, the Central Intelligence Group (CIG), and an Intelligence Advisory Board to address his dissatisfaction with the haphazard nature of intelligence collection and to prevent future events like the attack on Pearl Harbor.
