The disclosure or release of classified U.S. intelligence to a foreign intelligence entity is considered appropriate when it is consistent with U.S. foreign policy and national security objectives, results in an identifiable and commensurate benefit to the U.S., supports U.S. diplomatic, political, economic, military, or security policies or treaties, and aids U.S. intelligence or counterintelligence activities.
