The visual perception of motion requires feedback from the visual motion area (V5) to the primary visual cortex. If this feedback signal is disrupted by a transcranial magnetic stimulation pulse, the subject will not see moving dots. This was demonstrated by Pascual-Leone & Walsh (2001).
