In December 1974, Congress passed the Hughes-Ryan amendment to the Foreign Assistance Act, which required the President to report any covert CIA operations in a foreign country (excluding intelligence collection) to the relevant congressional committees, including the armed services, foreign relations, and appropriations committees.
