The proposed experimental procedure to test consciousness-induced quantum state reduction involves four steps: (1) Prepare a population of approximately 10^6 atoms in a metastable excited state with a known natural lifetime (tau_0). (2) Apply 'conscious observation' at a controlled effective rate (f_obs) by having observers focus attention on the atoms with periodic prompts. (3) Vary the state of the observer(s) (Omega_obs) similar to the double-slit experiment. (4) Measure the effective lifetime (tau_eff) of the metastable state under these different observation conditions.
