The origins of Open Strategic Autonomy stem from two opposing tendencies within European Union institutions: a neo-mercantilist protectionist approach endorsed by DG Internal Market (GROW) and the EU Council, and a neo-liberal free-market approach championed by DG Trade and a portion of the European Commission.
