To develop the State Victim Compensation Statute Rubric, researchers from the Center for American Progress (CAP) and Common Justice conducted an inductive qualitative document analysis of victim compensation statutes, regulations, and relevant public documents in all 50 states, Washington, D.C., and Puerto Rico.
