Welton and Eisen (2019) identify four crucial factors for ensuring that the implementation of clean energy does not widen existing inequalities of wealth and power: (1) how the transition is funded; (2) who benefits from the upsides of the new clean energy economy; (3) who participates in decisions about the shape of the new clean energy economy; and (4) how and where new clean energy infrastructure is sited.
