Jeremy Levine, a professor at the University of Michigan, analyzed data from victim compensation claims submitted in 18 states from 2015 through 2022 and found that Black men who apply for compensation have a 7 percent probability of being denied for perceived misconduct or failure to cooperate with law enforcement.
