Before starting a new open source project, developers should evaluate if they can join an existing project, determine if the project can be maintained using the open source software model, define success metrics, secure financial sponsorship and an internal executive champion, assess the potential for outside enterprise participation, and gauge if there is enough external interest to grow a developer community.
