The origins of the European Union's Open Strategic Autonomy (OSA) strategy stem from two co-existing tendencies: a neo-mercantilist protectionist approach supported by the DG Internal Market (GROW) and the EU Council, and a neo-liberal free-market approach supported by DG Trade and the European Commission.
