On 4 December 1981, President Ronald Reagan issued Executive Order 12333, which reaffirmed the functions of intelligence agencies, maintained previous restrictions, set a positive tone, and granted the CIA greater latitude to gather foreign intelligence within the United States and assist law enforcement.
