Professor Quincy Wright bases his non-intervention doctrine on Article 2 of the U.N. Charter, which declares sovereign equality for all members, prohibits the threat or use of force against territorial integrity or political independence, and restricts international intervention in matters within the domestic jurisdiction of any state.
