The proposed Intelligence Authorization Act of Fiscal Years 2018 and 2019 (S. 245) would require the head of any U.S. Intelligence Community element entering an agreement with a foreign intelligence service to consider the vulnerability of that foreign service's telecommunications infrastructure to U.S. adversaries.
