Recommendation 5-3 of the National Academies of Sciences, Engineering, and Medicine states that Congress should direct the EPA to develop long-term performance standards for the transport and storage of captured CO2, including management plans for long-term stewardship, liability for closed storage sites, and GHG accounting programs.
