President Nixon's November 1971 directive reconstituted the United States Intelligence Board to assist the Director of Central Intelligence, established an Intelligence Committee of the National Security Council to coordinate intelligence activities, and created an Intelligence Resources Advisory Committee to advise on the consolidated intelligence budget.
